AvayeBoom Bird Conservation Policy in Iran

National Guidelines for Birdwatching, Drone Filming, and Bird Release – In Collaboration with the Department of Environment

In February 2025, a landmark agreement was signed between the Department of Environment (DOE) of Iran and AvayeBoom Bird Conservation Society. In the presence of  Hamid Zohrabi, Deputy for Natural Environment and Biodiversity, the DOE officially entrusted AvayeBoom with the task of drafting three national guidelines aimed at protecting birds and enhancing responsible engagement with nature across the country.

Under this one-year agreement, AvayeBoom is responsible for developing the following:

  1. National Guideline for Birdwatching in DOE-Managed Areas
    This guideline will define standards and codes of conduct for birdwatching activities within all protected areas under the DOE’s management. It will cover topics such as required permits, respectful behavior near nesting or roosting birds, and designated birdwatching zones. The goal is to promote birdwatching as a sustainable and low-impact activity that connects people with nature while minimizing disturbance to birds.

  2. National Guideline for Filming Birds with Drones
    With the growing use of drones for wildlife filming, this guideline will establish technical and ethical standards for drone operations near birds, both for recreational and research purposes. It will address key factors like minimum distance from birds, altitude restrictions, seasonal sensitivities (especially during breeding), and necessary permissions. These protocols aim to prevent stress, injury, or disruption to birds caused by drone presence.

  3. National Guideline for Releasing Rehabilitated Birds
    This document will provide comprehensive procedures for the release of birds after rehabilitation, whether from governmental centers or private initiatives. It will include guidance on species-specific protocols, health screening before release, suitable habitats and timing, and the importance of monitoring post-release outcomes to ensure successful reintegration into the wild.

All three guidelines will be developed based on international models, scientific literature, and the practical experience of AvayeBoom and DOE experts. Once draft versions are prepared, they will be shared with a wide range of stakeholders — including NGOs, independent experts, and DOE offices in different provinces — for feedback and refinement. Final versions will be submitted to the DOE’s Deputy of Natural Environment and, upon approval, officially issued to all relevant national and provincial offices for implementation.

These guidelines will be legally binding and are expected to improve regulatory clarity, minimize risks to birds, and support the sustainable growth of birdwatching and wildlife media in Iran. Through this initiative, AvayeBoom is expanding its conservation impact into policy-making, contributing directly to the institutional strengthening of Iran’s bird protection efforts.
